is a health care consulting firm with an office in White Plains, New York.
Cicero Consulting has been a New York State healthcare regulatory consulting firm since 1980. We prepare Certificate of Need (C.O.N.) Applications and Grant Applications, we provide healthcare planning and regulatory advice, and we help all New York State healthcare providers and agencies regulated by the New York State Department of Health (NYSDOH), the New York State Office of Mental Health (NYSOMH), and the New York State Office of Addiction Services and Supports (NYSOASAS) navigate New York’s complex regulatory process.
Our professionals have been serving the New York State health care industry as consultants for over 45 years and we provide a broad array of services to hospitals, nursing homes, diagnostic and treatment centers (D&TCs), freestanding ambulatory surgery centers (ASCs), hospices, licensed home care services agencies (LHCSAs), certified home health agencies (CHHAs), federally qualified health centers (FQHCs), primary care and radiology clinics, inpatient and outpatient addiction and behavioral health providers, all adult care facilities (ALP, AH, EHP, ALR, EALR, SNALR), and Programs of All-Inclusive Care for the Elderly (PACE).
The services we provide include: planning and program development; C.O.N. Applications; Grant Applications, including Statewide Health Care Facility Transformation Program, HEAL-NY and VAP; reimbursement; licensure, including CMS 855 Form completion; administrative organization of facilities and agencies, including staffing and feasibility analysis; closure and relocation plans; and post-Certificate of Need approval NYSDOH Regional Office construction survey-related work.
The firm’s principals and associates have had considerable prior experience in New York’s regulatory programs, including service as Deputy Commissioner of the NYSDOH and supervision of the State’s C.O.N. program. The supporting team of associates includes professionals in the fields of health care administration, health facility licensure, building system and life safety code requirements and activities.
